Annotation

Amazingly, each State and County has to fight for small percentages of large Tobacco Settlement monies to be spent on TOBACCO CONTROL. The CDC has proscribed specific amounts of funds that are needed by each state to provide effective tobacco control efforts (i.e., "ways to decrease the number of smokers"), including media campaigns, prevention programs, treatment programs, and research. Anything less than those amounts will translate directly in quantifiable deaths of smokers due to smoking related illnesses.
